Workshop to develop an action plan under the Policy Framework to control U-POPs from scrap metal recycling industry

On Thursday 16 December 2021, the project under the collaboration between the Department of Primary Industries and Mines (DPIM) and The United Nations Industrial Development Organization (UNIDO) has organized a workshop to develop an action plan for the Public Policy Framework to control the Unintentionally produced Persistent Organic Pollutants (U-POPs) from scrap metal recycling industry at Kamolmat Meeting Room, The Sukosol Bangkok Hotel and via Zoom Online program. The meeting was opened by the honorable guest, Mr. Aditad Vasinonta, Deputy Director-General of DPIM, and also acted as the Project Steering Committee (PSC) chairman of the meeting.

This meeting was organized to raise an awareness and disseminate the knowledge on sound management of metal recycling through promotion of Best Available Techniques and Best Environmental Practices (BAT/BEP) in the scrap metal recycling process to reduce U-POPs releases for all metallurgical sectors and to conduct a peer review on the action plan for the Public Policy Framework and to develop the National Guidelines on the implementation to the regulatory authoritative agencies government, the private sector, the educational institution sector and the general public.

The activities included the lectures on Public Policy Framework on the implementation of a sound management of metal recycling in compliance with the Stockholm Convention requirements from the year 2021 - 2030 by Prof. Dr. Siwatt Pongpiachan from the National Institute of Development Administration (NIDA). The break-rooms were divided to discuss and conduct the peer review on the preparation of action plans under the Public Policy Framework. Room 1 of the Regulatory Authoritative agencies were moderated by Prof. Dr. Siwatt Pongpichan as Online discussion and Room 2 of Educational Institution and Research Agencies, and relevant metallurgical agencies including the general public had participated and was moderated by Mr. Panuwat Sajjaviriyakul from Nudge Thailand via Online electronic tools such as Google Jamboard, Zoom Poll.

More than 30 participants from the regulatory authoritative agencies government, the private sector, the educational institution sector and the general public joined this workshop both 'onsite' at the meeting room and 'online' of more than 50 attended via Zoom meeting program. Those participants contributed very comprehensive information for further development of the Action Plan.
